Subject: Check out what Summit told Kossuth Co this week
Summit gave Kossuth Co a 45 minute update on Tuesday (link below).

Kossuth Co BOS
In opening public comments, Nancy Erickson does a nice job of bringing up concerns.
Kaylie Langrell begins after a break at 1:36:00 in Part 1. (one hour 36 minutes)
She starts with an updated map showing valve stations, discusses tax info because Nancy brought it up in public comments. She touches on PHMSA, moves onto emergency preparedness then the Iowa project update before going to question and answer.
Kossuth County allows the public to ask questions so there were a lot.
Early in Q&A, there is discussion about tax revenue proposals. They discussed last best offer to landowners who have not signed. She also says they will not provide electric emergency vehicles because they are not required to. She mentions dispersion modeling will be used to train first responders, but local first responders will only set up a perimeter, mentions reverse 911 (if the county has it) and talks about shelter in place.
About 1:55 She is asked about how long it will take for their personnel to respond to an emergency. I think she needs to be asked about the 125 mile distance between Ida Grove and Shenandoah. She says many times that their personnel at the ethanol plants will be trained on how to respond and will likely be able to show up quickly. Many of us are going to have to hope an operator lives close.
At 1:59 She is asked about emergency response and says they have been working with local EMS managers since the beginning. I assume some supervisors may have details on just what they’ve been sharing with locals at their so-called safety meetings.
After 2:03 She starts talking about how no one was hospitalized in Satartia & other chemicals in the pipe – that needs adequate pushback at their next county. Our friend said the report shows carbon dioxide in victims blood, but not hydrogen sulfide.
At 2:06 She talks about how their pipeline is no more dangerous than any other pipeline and mentions anhydrous. After that, she mentions how 2200 PSI is just their max limit but not their operating pressure. She needs to be asked specifically about super critical phase. Later she does say they will be operating at 2000 psi.
After 2:09 She gives an example of when a backhoe dug up a CO2 pipeline, and the operator only got frostbite on his fingers. She said earlier, you’re just going get debris in your face.
About 2:12 There is quite a bit of discussion about insurance liability. We need to pin this down with one of those insurance letters. Someone made a good comparison to being sued if you owned the restaurant where someone fell, even if it is leased to someone else.
About 2:17 they discuss no risk of driving over the pipe with loaded farm equipment.
Discussion concludes at 2:18
I hope this helps when Summit comes to your county. They will be in Shelby County on March 4. I think others said they have a running list of questions to ask Summit.
